If I do decide to cut into fruit where would I apply to get a food permit? I think staying with packaged items will be easier then I just need a tax number. Correct?

You need to check with your County Health Department for this information. Since you did not provide your state or city, I can not check this out for you. But, just type in your county name and Health department into yahoo or google search and see if their site comes up.
